Florida License Plate

What is a Florida License Plate?

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) issues all registration license plates and establishes statewide registration policy in accordance with Chapter 320 of the Florida Statutes. Most registration and renewal transactions are conducted in person by county tax collector offices, rather than directly by the FLHSMV.

Florida offers three standard license plate designs: the “Sunshine State” plate, the “In God We Trust” plate, and the county name plate, available in participating counties. All standard plates are metal, regulated by § 320.06, Florida Statutes, and must be replaced every 10 years.

Types of License Plates in Florida

  • Standard license plates are assigned at initial registration and feature the three designs described above. Replacement or duplicate plates cost $28.
  • More than 100 specialty license plates support universities, causes, and organizations. Annual fees range from $15 to $25 depending on the plate, plus a $5 processing fee per year (§ 320.08056).
  • Personalized license plates can be ordered at any motor vehicle service center for an additional annual fee of $15 through the FLHSMV personalization page.
  • Florida issues military license plates for veterans, Purple Heart recipients, Bronze Star recipients, Pearl Harbor survivors, former prisoners of war, and combat infantry badge holders, among others (§ 320.089). Disabled veterans with a 100% service-connected rating receive one free “DV” plate under § 320.084. Former prisoner of war plates are also exempt from the license plate tax.
  • Antique vehicle plates are available for qualifying cars, trucks, and motorcycles for $7.50 annually.

The full catalog can be viewed in the FLHSMV specialty plate catalog.

What Vehicles Require License Plates in Florida?

Every vehicle operated on Florida roads must be registered and display a valid license plate. New residents must register within 10 days of gaining employment, enrolling children in public school, or establishing residency (§ 320.02). The initial registration fee is $225 for first-time registrations.

  • Passenger vehicles have one rear license plate. The basic license plate tax is $14.50 for cars weighing up to 2,500 pounds, $22.50 for 2,500 to 3,499 pounds, and $32.50 for 3,500 pounds and over.
  • Motorcycles receive one license plate for $10 annually; mopeds pay $5.
  • Private-use trailers weighing up to 500 pounds pay $6.75. Over 500 pounds, the fee is $3.50 plus $1.00 per hundred pounds of weight. Semi-trailers cost $13.50 annually or $68 for permanent registration.
  • Heavy trucks from 5,001 to 7,999 pounds start at $60.75 and scale through several weight classes up to $1,322 for vehicles over 72,000 pounds, according to the fee schedule in the published FLHSMV fee table.

License Plate Rules in Florida

  • One rear license plate is required for passenger vehicles, motorcycles, and trailers. Tractor trucks are an exception: they have a front plate according to § 316.605(1) and § 320.0706. The plate must be mounted between 12 and 60 inches from the ground, within 24 inches of the vehicle’s centerline.
  • Every character on the license plate, including the registration sticker, must be legible from 100 feet (§ 316.605). No substance, coating, tinted cover, or reflective material that impairs the readability or detection of the plate may be applied. License plate frames are allowed under § 320.061(2) only if they do not cover the alphanumeric designation or validation sticker.

Is Driving Around with No License Plate in Florida Illegal?

Yes. Operating a vehicle without a displayed registration plate is a noncriminal traffic infraction under § 316.605(1), classified as a non-moving violation.

Attaching a plate not assigned or legally transferred to the vehicle is a separate offense under § 320.261. This statute considers a fictitious or improperly assigned plate a second-degree misdemeanor, with more severe consequences than the display rule in the fee schedule above.

What is the Penalty for Driving Without a License Plate in Florida?

Florida’s penalty structure under Chapter 320 and Chapter 318 escalates from a routine fine to misdemeanor territory. The difference between a $30 fine and 60 days in jail is less than most drivers expect.

  • No display violation under § 316.605 carries a basic civil penalty of $30 plus $18 court costs for a non-moving violation (§ 318.18(2)).
  • Drivers ticketed for expired or missing registration under § 320.07 who can show valid registration at the time of the stop may have the case dismissed for a fee up to $10 (§ 318.18(2)(b)(1)).
  • Fictitious plate: knowingly attaching a plate not assigned to the vehicle is a second-degree misdemeanor under § 320.261, punishable by up to 60 days in jail and a $500 fine (§§ 775.082, 775.083).
  • Obscuring a plate with a cover, tinted cover, or reflective material violates § 320.061 and is also a second-degree misdemeanor, with the same 60 days and $500 ceiling.
  • Expired registration over six months triggers escalating penalties under § 320.07(3): the first offense falls under § 318.14, and the second or subsequent offense becomes a second-degree misdemeanor.
